Executive Track 4 | Panel Discussion: Real and Desired Efforts Toward Making Government More Agile
The panelists will be discussing current projects that are either in place or underway to utilize mobile technologies to help them deliver their products or services in a more effective and efficient manner. This discussion will focus on both the technological and business issues involved with incorporating mobile devices into an organization's infrastructure and workflow. This will be a great opportunity for Program Executives and Technology Executives to join in a discussion about how these new technologies can best be leveraged to help Government organizations become more agile.
There will be a Q&A session at the end for attendees to get answers to their specific questions.
Carolyn T. Hogg, City of Fresno
Chief Information Officer
Carolyn Hogg became Chief Information Officer (CIO) for the City of Fresno in July 2007 and manages a budget of over $14 million dollars. Fresno is the state’s fifth largest city with 104.8 square miles and population exceeding 500,000. Fresno serves as the economic hub of Fresno County and California's Central Valley with surrounding cities predominantly tied to large-scale agricultural production. It is home to many business incubators serving as a resource for entrepreneurs and new companies, ranging from environmental engineering to fine arts with many continuing to become internationally known.
For the past 21 years, Carolyn has worked in the field of technology in both private and public sectors. Currently, she leads the City of Fresno to standardize applications whenever possible for cost and support efficiencies. Under her leadership, Carolyn has implemented a value driven support approach with her diverse experience of private and public sector business. She brings the successes of the private industry to municipal government by setting goals for outcome measurements to improve processes for financial benefits, employee, department and constituent satisfaction in a partnership approach. She drives co-creation to develop the best solutions for technology needs while also meeting today’s technology challenges. The citywide Microsoft Migration project was successful due to the personal hands on customer service approach she directed. Her approach to the business of technology has been successful as it ensures technology investments are fiscally responsible.
For 10 years, she was the CIO and Director of Telecommunications for Madera Community Hospital spearheading a complete hospital wide implementation of a comprehensive healthcare software system during Y2K. She also understands the vendor side of technology as she was a software analyst for 6 years supporting multiple banking clients throughout the nation for a Savings and Loan Service Bureau. This experience in the private sector helps her ensure all deliverables are added to technology contracts holding vendors accountable and protecting public funds.
Carolyn was born and raised in Fresno and earned a Bachelor of Arts Degree with a minor in Business Administration and Information Systems from California State University, Fresno. She is a lifetime member of the 3225 Auxiliary of the Veterans of Foreign Wars.
Bernard C. Soriano, CA Department of Motor Vehicles (DMV)
Deputy Director and Chief Information Officer
Bernard C. Soriano is the Deputy Director and Chief Information Officer for the California Department of Motor Vehicles. He has over 25 years of engineering and management experience in the private sector and public sector. His previous positions include engineering and management at Hughes Space and Communications in Los Angeles where he designed satellite control systems. He was also the Assistant Technical Director at the USGA Research and Test Center in New Jersey. In the public sector, Bernard was the CIO for the California Department of Forestry and Fire Protection and the Office of the Secretary of State. In addition, he was the information technology task force leader on Governor Schwarzenegger’s California Performance Review.
Bernard holds a Ph.D. in Engineering from U.C. Irvine, an M.B.A. from California State University, Sacramento, an M.S. in Mechanical Engineering from the University of Southern California, and a B.S. in Mechanical and Aeronautical Engineering from U.C. Davis. He was a Lieutenant in the U.S. Navy Reserve and has numerous publications and patents. His honors and achievements include selection as a finalist in the NASA astronaut program.
George Valverde, CA Department of Motor Vehicles (DMV)
Director
George Valverde is Director of the California Department of Motor Vehicles, a position to which he was appointed on April 4, 2006.
Valverde has been in public service for more than 30 years, focusing on operations and budget issues. He is committed to building on the department’s recent successes in streamlining operations and creating a more customer friendly DMV.
Prior to his DMV appointment, Valverde served as Undersecretary of the State and Consumer Services Agency since 2004 and was previously Deputy Secretary for Fiscal Operations from 1995 to 2003. He also served at the Department of Finance as an assistant program budget manager in the Capitol Outlay Unit from 1990 to 1995; principal budget analyst from 1985 to 1990; and as a budget analyst from 1981 to 1985.
Valverde is past International Chair for the American Association of Motor Vehicle Administrators (AAMVA), Region IV (2008-2009); and, is past president and vice president of (AAMVA), Region IV. He previously served as AAMVA International Board of Directors Secretary (2006-2007) and International Vice Chair (2007-2008). Valverde also served as executive officer on the AAMVA International Board of Directors.
Valverde earned a masters degree in Public Administration and a Bachelor of Arts degree from the University of California, Riverside, and has also attended the Harvard University’s John F. Kennedy School of Government Program for Senior Executives in State and Local Government.
Emy L. Phillips, CA Technology Assistance Project (CTAP)
Director
Emy is the current State Chair of the California Technology Assistance Project (CTAP), which is a state-funded organization that supports the integration of technology in K-12 schools and district. There are 11 CTAP Regions in California and each region provides direct services to K-12 administrators, teachers, students, and families. The goal of CTAP funding is to bring K-12 educators to the forefront of how technology can impact teaching and learning. Studies have shown that as teachers become more proficient with technology use in the classroom, instruction becomes more engaging and student achievement and motivation increases. CTAP is committed to staying on the forefront of Federal & State initiatives so that all stakeholders continue to see the growing demand on education & how important it is to support educational technology efforts. Many of our schools and districts are looking for innovative ways to keep students in school and engaged. Kathi Felder, Kings County Office of Education
Curriculum Consultant
Kathi is the current CTAP lead for schools and districts in Kings County. She works for the Kings County Office of Education where she supports districts with curriculum planning, which includes technology integration. In addition, she works with 57 Kings County teachers and 3 math coaches on a 3 year grant through the California Math and Science Project. This purpose of this grant is to provide on-site coaching to teachers to improve math instruction. Previous to this she was instrumental in spearheading one of California’s first K-12 mobile device rollouts at Corcoran Unified School District. Craig Scharton, City of Fresno
Downtown and Community Revitalization Assistant Director
Craig Scharton has been with the City of Fresno since December 2008 and was the CEO of the Central Valley Business Incubator. In that role, he opened two new facilities, increased private funding, and raised $6 million in investment for businesses. Mr. Scharton is a former Fresno city council member, elected to the District 1 seat in 1987. Following his term in office, he attracted investors to the Security Bank and TW Patterson buildings in downtown Fresno - raising $5 million and increasing building occupancy. He later became executive director for two downtown revitalization programs in Pleasanton and Hanford and was elected president of the California Main Street Alliance, an organization that represents 39 of the state’s best downtown revitalization programs. Mr. Scharton is currently pursuing a master’s degree in community economic development.

John joined Visto Corporation, the parent company of Good Technology, in June 2003 as VP Business Development when Visto acquired ViAir Inc. In that role, John helped drive Visto's growth based on marketing and distribution partnerships with partners such as IBM, Microsoft, Palm, and Ericsson.
Prior to joining Visto, John co-founded ViAir in February 2000 where he also served as VP Business Development and helped drive ViAir's product and business strategy, including the formation of it initial distribution partnerships with carriers such as AT&T Wireless and Nextel Communications and infrastructure providers such as Comverse Technology.
Before founding ViAir, John was in Business Development in Microsoft's Wireless Sales and Strategy Group. In that role, John was part of the team that created the first MSN Mobile offerings and distribution agreements with carriers such as Nextel Communications and AirTouch Communications.
John joined Microsoft after helping launch Sprint PCS, where he served as Senior Product Manager and was responsible for the launch of Sprint's nationwide Voice Mail service and the industry's first Wireless Web offering, which included a partnership with Yahoo! to create the world's first "mobile portal" offering from a major Web brand.
John holds degrees in Electrical Engineering and Philosophy from the University of Virginia.
